The best time to pour concrete in Townsville is the dry season, roughly April to November. The ground is firm, rain is unlikely to land on a fresh slab, and there is no cyclone risk. Concrete does not just need to be poured, it needs to cure, and curing is a slow chemical process that wants steady conditions over the first week or so.
